ENDF-6 §2.2.1 default channel radius (fm).

a_c = (0.123 · A^(1/3) + 0.08) × 10 [fm]

The ENDF formula gives values in 10⁻¹² cm; the × 10 converts to fm (matching the ENDF_RADIUS_TO_FM factor applied to AP during parsing).
